Meeting MEES without spending a fortune: a landlord playbook

From April 2028 every rental needs EPC C or better. Here's the cheapest compliant path for four common property archetypes.

MEES gets stricter in April 2028 — every rental needs EPC C. Most D-rated properties can reach C for under £6,000. The trick is sequencing the upgrades so each one scores the EPC, not just comforts the tenant.

Four common archetypes

  • Victorian terrace, solid wall, gas combi: EWI + loft top-up typically gets D→C.
  • 1960s semi, cavity wall, gas boiler: cavity fill + loft + TRVs usually enough.
  • Flat above shop: insulate the ceiling/floor interface, swap to modern storage heaters with smart controls.
  • Park home: PAS 2035 bespoke assessment — don't guess.
