In England, almost never — solar PV is permitted development unless you're in a conservation area, listed, or above 200mm panel projection. Your installer checks this for you.

Modern LFP batteries are warrantied for 10 years or 6,000 cycles — whichever comes first. Real-world degradation is around 2% per year, so a 5kWh battery is still doing ~4kWh after a decade.
Yes, but only if you start with a hybrid inverter — which is why we always spec one. Retrofitting a battery to a non-hybrid system means swapping the inverter too (~£1,800).
Solar still produces 10–25% of peak output in overcast conditions. The battery and grid handle the rest — you're never without power.
